According to an announcement by the Federal Reserve, "financial institutions are required to have an effective, impartial real estate appraisal and evaluation program," and that appraisers fulfilling reviews must "have the proficiency and expertise to assess compliance with the Federal Reserves appraisal rules and guidelines." As stated by the Federal Reserve, appraisal reviews "have to conclude whether the appraisal or evaluation is applicable for the transaction, the liability of the transaction, and whether the means by which the collateral valuation is obtained guarantees independence and quality." They "must also denote whether the appraisal or evaluation report is compatible with the engagement letter, which gives an account of the scope of the appraisal assignment." Last, The Federal Reserve says that "some financial institutions supplement periodic reviews with post-funding surveys of appraisal quality for a few of their high-liability or higher-value contracts as a control to help in revealing valuation problems."
