The Federal Reserve says appraisal reviews "have to verify whether the appraisal or evaluation is suitable for the transaction, the liability of the transaction, and whether the process by which the collateral valuation is obtained guarantees independence and quality." In addition, they "must announce whether the appraisal or evaluation report matches the engagement letter, which gives an account of the outlook of the appraisal assignment." Last, The Federal Reserve says that "some banks supplement regular reviews with post-funding surveys of appraisal quality for a few of their higher-liability or large-value dealings as a method to aid in identifying valuation problems."
